Position

Trey Hanbury is a partner in Hogan Lovells' Washington, D.C. office and a member of the Technology, Media and Telecoms practice. He has extensive experience working for the private and public sectors on a variety of communications policy issues, including wireless, spectrum, satellite and international telecom matters.

Career

Trey came to Hogan Lovells from Sprint Nextel, where he served as Director of Government Affairs. In this position, Trey acted as regulatory counsel in major rulemaking proceedings, mergers and acquisitions, and cases before the Federal Communications Commission (FCC), the National Telecommunications and Information Administration of the Department of Commerce, the Departments of Justice and Homeland Security, Congress, and federal courts. Prior to working for Sprint Nextel, Trey held various policy-making positions at the FCC, including working on numerous satellite and international telecom matters in the International Bureau. He also served as Special Counsel in the Office of General Counsel, where he was responsible for providing policy and legal advice to the Office of Chairman on wireless issues. Trey previously served as Co-Chair of the Federal Communications Bar Association's FCC Wireless Practice Committee. He also frequently lectures on complex communications policy issues and industry trends.

The firm is distinguished by its ability to assemble and represent stakeholder coalitions in responding to developing issues, such as practice head Michele Farquhar's work for PTC-220, a consortium comprising leading rail companies and trade associations, which pertained to its implementation of new Positive Train Control safety systems and included spectrum buyout and swap arrangements, as well as substantial FCC representation in rulemaking and waiver proceedings. The firm also advises satellite television operator DISH Network on its proposal to deploy 5G services in the 12Ghz band, and its attempts to prove the viability of the proposal to the FCC. Wireless spectrum policy and 'telehealth' expert Trey Hanbury led the representation of DISH, and is also assisting T-Mobile in securing third-party support for its merger with Sprint, in one of the largest and most contested wireless transactions in recent years. Spectrum policy expert Ari Fitzgerald recently acted for SNR Wireless in negotiations concerning bidding credits from the FCC's 2015 AWS-3 auction, following a 2017 court victory establishing SNR's eligibility for the credits. Another key contact, privacy and communications law expert Mark Brennan, handles privacy and cybersecurity work for the Internet Association, a trade association with members including Google, Facebook and Amazon, in connection with the FCC's informational injuries workshop and the impact of GDPR on US-based internet companies.
