Career

Ms. Aya Reich-Mina joined the firm in 2003. She heads the firm’s Administrative Law and Tenders practice. Ms. Reich-Mina represents leading domestic and foreign companies in all forms of commercial and civil litigation and a wide variety of complex legal disputes, and regularly appears before a broad range of courts, tribunals, and arbitration panels. Ms. Reich-Mina has extensive experience representing a broad range of local and international construction companies, investment houses, high tech companies, software companies, public entities, manufactures, commercial companies, and educational institutions. Ms. Reich-Mina handles petitions to the Israeli Supreme Court of Justice, as well as administrative petitions relating to tender offer proceedings and results (including disqualification of winning bids or cancellation of tender offers, defense of winning bids or tender offer proceedings, implementation and interpretation of regulations granting priority status to Israeli-made products or priority areas, and transactions in the defense industry). Ms. Reich-Mina has represented her clients in a wide variety of matters, including: • A petition against the winners of a tender issued by the Israeli Ministry of Defense for the production and provision of helmets to IDF troops. • A petition against a tender issued by the Israeli Ministry of Defense for absorption solutions of used oil. • A petition against a tender issued for the construction of the security barrier in Israel. • A petition against a municipal tender for parking solutions. • A petition against a tender issued by the Accountant General for the provision of computer services to government ministries. • A petition against the decision of a water corporation to disqualify a bidder and cancel the tender offer. • A petition against the decision of the Israeli Lands Administration to reject a request that the Administration grant adjacent public lands to a factory for purposes of expansion by way of a waiver from a traditional bid process. In addition, Ms. Reich-Mina provides ongoing legal services to public entities issuing tenders, and to entities participating in tenders. She advises on drafting various legislative proposals regarding tenders, in cooperation with the Israeli Manufacturers Association as well as regularly lectures on tender related issues. Prior to joining the firm, Ms. Reich-Mina interned for Adv. Hanan Meltzer (before his appointment to the Israeli Supreme Court) and worked as an associate for two years at Fischer & Co. law firm.
