Position

Deborah is a nationally recognised procurement law expert, she joined Hempsons after 17 years at Bond Dickinson LLP and prior to that she was a solicitor in local government.

Deborah has expertise in a wide range of sectors including: health, local government, central government, energy (including district energy schemes), transport, education and registered providers. Deborah also advises private sector providers across a range of procurement law matters including tendering strategies and advice on losing tenders. Deborah has recently represented a number of co-defendants in a high value procurement challenge and advises on a number of complex procurements.

Deborah authors various notes on procurement law for Westlaw Insight and Lexis PSL as well as providing training to clients and bodies such as CIPS.

Working closely with colleagues in Harrogate and Manchester, Hempsons’s Newcastle office acts for various public and private healthcare organisations, charities and social enterprises on corporate and commercial matters as well as procurement, employment and real estate issues pertaining to health and social care projects. It also handles healthcare litigation - a key area of expertise for Stephen Maratos, who made partner in July 2017; he handles a range of matters for NHS Resolution and medical defence organisations, often working in conjunction with the Manchester office. On the non-contentious, Crispin Pettifer routinely deals with contractual work; he heads the team following Janice Barber's appointment as a non-executive director of the West London Mental Health Trust. Deborah Ramshaw is the main contact for procurement mandates and Harrogate-based Martin Cheyne is best known for his employment law expertise. Associate Caroline Swift joined the team from Sintons LLP in May 2017 and advises GP practices on partnership agreements and GP practice mergers. Real estate expert Carol Bailey retired in December 2017.
