Career

Fleur, head of the Public Law practice, acts as counsel and litigator on behalf of public institutions and private companies. She is an expert in all areas of public law and puts her practical experience in public procurement procedures to the benefit of her clients. Particularly involved in transport and land use issues, including the organisation of the 2024 Olympics and the « Grand Paris Express » project, she also advises her clients on all aspects of urban planning and development law.

Prior to joining the firm, Fleur started her career as a judge at the Administrative Court of Bastia (2006-2008), where she was in charge of urban planning litigation, before serving as General Counsel and then Deputy Director General of Services of the Ile-de-France Region (Legal Affairs and Public Procurement) for 7 years. As a result, she has a comprehensive knowledge of the French public sector.

The competition and antitrust offering at AyacheSalama is prominent in the M&A and private equity space and recently strengthened its ranks on the public law front with the arrival of Fleur Jourdan from Gide Loyrette Nouel A.A.R.P.I.. The key names to note within the department are practice head Frédéric Fuchs and counsel Sébastien Dominguez; the pair recently acted for Axéréal as buyer on the merger control aspects of its acquisition of competitor Agri-Négoce. In other highlights, the group notified the European Commission on behalf of Groupe Prosol as vendor of the Grand Frais group to Ardian, and represented a variety of clients in appeals against FCA decisions with regard to complaints of anticompetitive practices lodged by competitors.
