Career

Ivan Todorov is the founder and managing partner of Georgiev, Todorov & Co. - one of the first law firms to be established in Bulgaria.

Mr. Todorov holds a PhD in Administrative Law. Since 2010 he is a professor in Administrative Law and Administrative Proceedings.

He has extensive expertise in administrative matters, corporate and banking law, privatization, M&A transactions and litigation.

Prof. Todorov has led some of the most significant administrative procedures in Bulgaria and the lawsuits following them, such as the privatization of the Bulgarian Maritime Fleet, the Bulgarian Telecommunication Company, the licensing of the second and the third GSM operators, the national license of Nova Television, the concessions of Varna Airport and Burgas Airport, the privatization of Boyana Film (the only Bulgarian film studio), legal proceedings of Microsoft and Mitsui before the Commission on Protection of Competition), etc.
Prof. Todorov has made an outstanding contribution in the field of law in Bulgaria. He lectures in law faculties of universities such as South-West University “Neofit Rilski”, Blagoevgrad, The University of Library Studies and Information Technologies and Plovdiv University “Paisiy Hilendarski”.

He has held a position of a research associate at the Institute for Legal Studies with the Bulgarian Academy of Sciences regarding the development of Administrative Law and Administrative Process.

He was a national consultant in a working group of the UN for institutional and structural reforms in the judicial system in Bulgaria. He participates as a member and rapporteur in the commission for drafting of the Administrative Procedure Code and also as a national expert in the UN program for administrative modernization of Central and Eastern Europe. For two mandates he was a member of the board of directors of the largest law firm in Europe - Eversheds.

Georgiev, Todorov & Co acts for leading banks, such as Bulgarian-American Credit Bank and Piraeus Bank, and independent asset management companies, such as Expat Capital and Black Peak Capital, and advises on structuring, financing and regulation in capital markets matters. Managing partner Ivan Todorov and senior partner Alexander Katzarsky head the team; Katzarsky and senior associate Arno Mamasyan recently represented First Investment Bank in a series of disputes regarding the enforcement and execution of decisions issued against the client by the court of another EU member state, on Bulgarian territory, on the basis of bank guarantees.

Georgiev, Todorov & Co has ’exceptional knowledge and experience in the field of EU and competition law’. The team acts for companies in the pharmaceutical and cosmetics (F. Hoffmann-La Roche), telecoms (Bulgarian Telecommunication Company and GPS Bulgaria) and retail (Comsed). The practice is led by Ivan Todorov and Alexander Pachamanov, while associate Lena Borislavova specialises in matters related to foreign investments. The team advised Balkantel on the competition law aspects of its proposal for the €95m public procurement project for the design and construction of signalling and telecoms systems on the Plovdiv-Burgas railway line.
