Position

Serban Paslaru is partner at Ţuca Zbârcea & Asociaţii and specializes in public procurement, concessions and other forms of PPP, having achieved a considerable body of expertise in dealing with the various stages of the procedures for awarding public procurement and concession agreements, as well as in the management of the legal risks deriving from the applicable legal framework. In this area he has been involved in major projects, especially in infrastructure and public utilities sectors, acting both on the public and the private side. He also has an impressive experience in the employment area of practice where he has coordinated or been involved in a wide variety of projects including personnel restructuring, transfers of undertaking, negotiation of collective bargaining agreements etc. His work experience also covers banking, finance and corporate matters.

Career

Şerban Pâslaru has 9 years of experience in the legal field, specialising mainly in PPP, PFI and concessions, labour/employment law and banking and finance. He also heads the firm`s labour and employment practice group. Amongst the most relevant projects in which he has acted are the followings: coordinator of the legal team retained by Inso Sistemi per la Infrastrutture Sociali SpA in relation to an approximately EUR 300,000,000 project for the construction and fitting of three emergency hospitals in major cities of Romania; legal advisor retained by the Romanian Ministry of Transports and the National Company of Motorways and National Roads SA in connection with the concession contract for the ring road of a local municipality; member of the legal team assisting the Ministry of Transports and the National Company of Motorways and National Roads SA in relation to a PPP project for the finance, design, construction, operation and maintenance of the future A3 motorway Bucharest-Brasov; coordinator of the legal team assisting one of the leading travel retail operators in Europe in the joint venture procedures for the exploitation of the commercial spaces within Henri Coanda International Airport; legal assistance, both as coordinator and as member of legal teams, for Romanian and foreign companies on various employment matters, including restructuring, individual and collective dismissals, outsourcings, drafting of employment documents etc. Serban Paslaru was the legal consultant for Romanian and foreign entities such as OMV Petrom, Carrefour, Philip Morris, Alstom, Ericsson Telecommunications, Halliburton, Colgate-Palmolive, Kaufland, Texaco, CEZ, Romtelecom, Caterpillar Finance, Harris Corporation, Volvo, Systema in relation to their activities in Romania.
