Position

Gabriel Zbarcea is Managing Partner at Ţuca Zbârcea & Asociaţii. His practice focuses on corporate and commercial law, mergers and acquisitions/privatisations, and energy and natural resources. He has considerable experience in assisting Romanian and foreign companies in international joint ventures and corporate restructuring; and he has acted, as coordinator, in major industry mergers and acquisitions and privatizations deals, as well as in complex projects in the electricity, oil, gas and mining sectors. He also specializes in property law and the financial and security aspects of real estate transactions.

Career

Gabriel Zbarcea has practiced law for over 16 years, having been one of the partners with another well-known local law firm for seven years. Prior to joining Ţuca Zbârcea & Asociaţii, he was advisor to the Prime Minister and the president of the Authority for State Assets Recovery. As such, he was in charge of the recovery of banking assets, the implementation of the government's strategy to conclude the privatization process of all companies in which the Romanian state holds interests and which are in the authority's portfolio, the management of the state's interests in such companies. He was also the president of the Privatization Commission for Banca Comerciala Romana, the largest Romanian commercial bank. He is currently coordinating various projects in the energy and natural resources field, being one of lead legal advisors to renowned foreign investors such as Gabriel Resources Ltd. / Rosia Montana Gold Corporation, CEZ, OMV Petrom, Carrefour, Voestalpine, etc. Gabriel Zbarcea published various articles on banking, oil and gas and M&A, including Report on the Banking Regulations in Romania in The Regulation of Banking in Central and Eastern Europe, edited by the International Research Center on Business Law, Romania; The New Investment Regime in Impact - Identifying Opportunities and Risks in Global Markets; Labour Law, Taxation and Customs Law in Romania in The Business Transaction in Eastern Europe, edited by The Center for International Legal Studies (3rd edition) Labour Law, Taxation and Customs Laws in Romania in The Business Transaction in Eastern Europe, edited by the Center for International Legal Studies (4th edition); and Regulation of the Oil and Gas Sector in Romania in International Oil & Gas - Finance Review 2001, edited by Euromoney.
