In his opening speech Vladimir Penkov emphasized that this forum is especially important for Penkov, Markov & Partners since it is exactly Bulgaria that is the second country in the world to ratify the UNCITRAL model law on arbitration of 1985 followed only 3 years later in 1988 by the adoption of the International Commercial Arbitration Act which is in force also at present. Furthermore, the matter about the activity of the arbitration institutions is particularly valid with a view to the tendency during the last years toward the establishment of a significant number of arbitration courts in Bulgaria – currently more than 40.

Guest of the event organized by Penkov, Markov & Partners was also Prof. Rudolf Welser – author of many famous legal publications in the field of civil law in Austria.

Lecturer on the event was also the Chairperson of the Legal Affairs Committee in the National Assembly of the Republic of Bulgaria – Danail Kirilov, who presented before the participants the anticipated judicial reform and responded to the questions raised.

Of great interest was also the specially elaborated culture program, related not only to the acquaintance with the present-day Sofia, but mostly with the excavations of ancient Sofia witnessing the role of the city as a bridge between the East and the West.

  • Why Don’t We Have the Will to Improve the Investment Climate?

All investors, especially those from abroad, when asked about the investment climate in the country indicate a number of factors, besides tax rate, that influence their overall assessment. These factors relate to different areas of business and life in general, but have so far unfortunately gone unnoticed by governments.
