Position

Arne Torsten Andersen has broad experience in dealing with Norwegian and international law. Arne has worked for over 5 years in the legal department of the EFTA Surveillance Authority and has also acted as the press and information officer of the Authority. He has an outstanding experience from litigation before the EFTA and the EU Courts, and has represented the EFTA Surveillance Authority in near 20 cases. Arne has experience from working with all fields of law covered by the EEA Agreement and the EU treaties, hereunder competition law, state aid, public procurement and the rules on free movement of goods, services, workers and capital.

Career

From late 2007 until the end of 2012, Arne worked, first as a lawyer and subsequently as a senior lawyer, in the law firm Bugge, Arentz-Hansen & Rasmussen (BA-HR). In BA-HR, Arne mainly worked with EEA law, assisting clients in some of the most significant competition cases in Norway that have been pending before the European competition authorities. Arne also assisted clients in public procurement cases, and has handled over 30 cases before the Norwegian Complaints Board for Public Procurement (KOFA), as well as litigating public procurement cases, both before the City Court and the Court of Appeal. In addition, Arne has assisted client in major transactions. Arne also has background as an associate lawyer in the law firm Hjort, where he besides working with EEA law, also litigated several cases before national courts. In addition to this law degree from the University of Oslo, Arne has studied at the University of Amsterdam, from where he holds a Master of Arts in European and International Relations. Arne has also been studying EU Competition Law at the highly esteemed Kings College in London.

  • Norway not included when short sale regulations in EU take effect 1 November 2012

    From 1 November 2012 EU Regulation 236/2012 on short selling and certain aspects of credit default swaps will come into effect. Although the Regulation is within the scope of the EEA Agreement, Norway has not implemented the EU Regulation. Based on unofficial information from the Norwegian authorities, we expect the implementation process to be delayed until at least late 2013. Meanwhile, existing rules on short sale in Norway will continue to apply for transactions performed on the Norwegian market.
