He regularly worked on cases involving the stock market rules and obligations for the Italian listed companies, and with the antitrust matters related to acquisitions and disposals. From 1973 to 1984 Luciano was a manager of the Italian Ministry of Finance and collaborated with several work groups in the processing of tax laws and regulations.
