Many of Syria’s law firms reported positive growth the first quarter of 2011, buoyed by good access to liquidity across the Middle East region as a whole. However, the onset of the Arab Spring brought investment to a halt and severely impacted second quarter results, while the collapse of the country’s vital tourism industry wiped almost $5bn off Syria’s annual revenues. Firms with a strong leaning towards international work have been the most adversely affected, but fortunately very few firms are completely foreign focused. Notably, Al-Ahmar & Partners, in association with Amereller Rechtsanwälte is the only firm to maintain a formal association in Syria.

In Harrow LBC v Ayiku [2012] EWHC 1200 (Admin) Sales J held that the word “or” in the Council Tax (Exempt Dwellings) Order 1992, art 3 Class N, had a disjunctive meaning, therefore it was sufficient for the non-British spouse of a foreign student to satisfy one or other of the two conditions, namely being prevented from taking paid employment or being prevented from claiming benefits, in order to qualify as a “relevant person” who was exempted from liability to pay council tax.- 11KBW -
