Allen & Gledhill LLP handles a mix of energy, oil and gas, utilities and infrastructure projects across South East Asia, including Indonesia, Malaysia, Myanmar, Vietnam, Laos and Singapore itself. The practice has seen particular growth in Malaysia, especially in the power sector, and in Indonesia. It has deep connections to local and regional banks, local and regional sponsors, and governments and regulators. Work highlights included advising the Land Transport Authority (LTA) of Singapore on its agreements with SBST Transit and SMRT Buses for 11 bus packages under the bus contracting model, a new framework for procuring public bus services in Singapore. Moreover, the firm advised the LTA on its $991m acquisition of the operating assets of SMRT Trains and SMRT Light Rail under a new rail financing framework. Kelvin Wong leads on the project development side with Kok Chee Wai heading the project finance team.

Rajah & Tann Singapore LLP has deep regional penetration thanks to its commitment to South-East Asia and offices in key jurisdictions. It has experienced notable growth in Indonesia and Vietnam in matters involving power, water and rail projects. While contentious work dominates, the firm has genuine credibility in front-end work, enabling it to work more frequently with multilateral agency lenders and private sector investors. Clients include TRX City, Energy Market Company, Panca Amara Utama, Government of Myanmar and T-Systems. It acted for 1MDB in its joint venture with Lend Lease on the development of the Lifestyle Quarter in the Tun Razak Exchange district in Kuala Lumpur. Soh Lip San heads the construction and projects practice, and Andre Yeap SC has a pivotal role on the contentious side. Larry Lim, Shemane Chan and Kim Beng Ng are also names to note.

WongPartnership LLP handles a mix of contentious and non-contentious work in both the energy and infrastructure sectors. While much of the practice centres on Singapore, the firm is a growing presence in other jurisdictions such as Myanmar, where it has an office. It has an extensive record in PPP projects and acts for a varied client base of developers, concession companies and lenders. Keppel, SembCorp Utilities, Singapore Power, Hyflux. Changi Airport Group and UOL Group all feature on the roster. The firm advised Hyflux and Mitsubishi Heavy Industries on their successful bid for a PPP project with the National Environment Agency to design, build, own and operate a waste-to-energy plant. Drew & Napier LLC is a disputes-oriented practice with a particular emphasis on oil and gas and coal projects, however it also handles non-contentious work. The firm acts for a number of large companies in China, India and the US that have interests or assets in South East Asia, and a number of state-owned enterprises. Clients include The Bank of Tokyo-Mitsubishi UFJ, Sumitomo Mitsui Banking Corporation, Essar Group, OCBC, UOB, Hyflux and Apollo Towers. The ‘solid and reliable’ team at Dentons Rodyk handles a mix of energy, power and infrastructure projects, including upstream and downstream oil and gas work. The firm has advised a variety of Chinese state-owned enterprises (SOEs) on their interests in projects and energy assets in South-East Asia, leveraging the international firm’s substantial presence and geographic coverage in China. For example, it advised Huadian Natural Gas, one of China’s largest state-owned power generation companies, on its $10bn purchase of LNG from BP. The team is also active on behalf of Indonesian sponsors: it advised Pertamina, the Indonesian state-owned oil and natural gas company, on its first joint venture agreement with Rosneft, the Russian state-owned oil company, to jointly develop the new $13.8bn Tuban refining and petrochemical complex in East Java. Joo Thye Tan heads the energy practice and Indonesia practice, while Jonathan Guwe is another key figure along with Kunal Kapoor, who recently joined from Ashurst LLP.

Duane Morris & Selvam LLP has a strong Korean desk in Singapore that represents a number of big-name Korean sponsors and developers, particularly in Myanmar projects. The firm is also active in the Indonesia energy sector, which includes handling acquisitions of energy assets and matters relating to production-sharing contracts. Moreover, senior figure Leon Yee has significant oil and gas experience. The firm advised Oil India on the establishment of its exploration and production business in Myanmar. Mark Wong provides additional connections to Chinese energy players that have interests and assets in South-East Asia.

Morgan Lewis Stamford LLC’s broad Singapore practice and global standing in the energy and infrastructure sectors, brings it a number of significant instructions. For example, it advised MCC Land and China Jingye as sponsors on the tender for the Marina East Desalination Plant project being developed by the Singapore government under a PPP model. Kelvin Aw has substantial experience in the projects sector and Lynette Chew is recommended for contentious issues.
