The Northern Circuit is the largest regional market for legal services and the prevailing mood, as expressed in the main sets of Manchester and Liverpool, is optimistic, with caution about changes to criminal and family fees. Nonetheless, despite an expansion in court capacity and the opening of the Administrative Court in Manchester, several sets have closed their doors, the latest being Peel Court Chambers, which disbanded in late 2008.
Three circuit chambers have followed the super-set model; Exchange Chambers, St Johns Buildings and 7 Harrington Street Chambers. Kings Chambers is an exclusively civil set, with an annexe in Leeds. Chancery/commercial set St James’s Chambers has formed an association with Leeds’ Zenith Chambers. Well-clerked and administered are, in Manchester, Deans Court Chambers, 9 St John Street, Lincoln House Chambers, Cobden House Chambers and 18 St John Street Chambers. In Liverpool, Atlantic Chambers, India Buildings Chambers and Oriel Chambers are all well supported.
Byrom Street Chambers is a centre of excellence for civil instructions and Garden Court North Chambers has a reputation for criminal defence and civil rights work.
