Couto, Graça e Associados Limitada (CGA) covers a broad range of services including commercial, banking and finance, as well as labour and employment matters and is particularly strong in advising on the full life cycle of energy and infrastructure projects: in a recent highlight, a team, including name partner Pedro Couto, advised a client on the environmental license and concession contract, EPC contracts as well as investment and tax benefits for a new solar power plant. Other notable work included assisting with a concession contract for the generation and sale of electricity. Jorge Graça, Telmo Ferreira and Álvaro Pinto Basto, who is recommended for his dispute resolution expertise, are also key contacts of the firm, which cooperates with Iberian offering Cuatrecasas on international work.

As part of DLA Piper’s Africa network, SAL & Caldeira Advogados, Lda. is well placed to handle international transactions. The ‘competent’ team provides an ‘excellent service’ on immigration, natural resources and banking and finance matters. Clients include leading petroleum and mining companies, as well as foreign investors and international banks. Name partners José Manuel Caldeira and Samuel Levy, who has ‘excellent negotiation skills’, are recommended along managing partner Eduardo Calú. Natural resources expert Leopoldo Orlando de Amaral and Ássma Nordine Jeque, who oversees commercial and administrative matters, are also recommended.

The ‘client-focusedAvillez, Bacar, Centeio & Cambule, Sociedade de Advogados (ABCC) has an impressive client roster including large utilities such as Electricidade de Moçambique and Mozambique Transmission Company as well as banks such as AfrAsia, Rand Merchant Bank and MCB Bank. It provides day-to-day commercial advice to the CTRG power plant. Other areas of expertise include banking and finance, as well as energy, mining and infrastructure projects. Within the four-partner team, Oldivanda Bacar is ‘competent, hard-working and focused’ and Francisco Avillez is ‘swift and available at short notice’ as well as ‘a safe pair of hands that you can trust the largest matters to’.

Full-service offering Pimenta e Associados stands out for its banking and finance as well as oil and gas expertise, although the four-partner practice recently also handled several renewable energy and infrastructure projects. Tax expert and name partner Paulo Pimenta oversees the Maputo and Pemba offices and António Veloso made partner in May 2017. Notably, the firm frequently supports international law firms and is part of Portuguese firm Miranda & Associados’ international network.

TTA – Sociedade de Advogados, which has international ties with Portugal-based PLMJ Lawyers, offers ‘practical advice’ on corporate, infrastructure, oil and gas, and foreign investment matters. In a 2017 highlight, the group advised investor SF Plus on a joint venture with state company Aeroportos de Moçambique for the development of Maputo’s international airport. Name partner Tomás Timbane is well known for his dispute resolution skills and recently represented the Ministry of Transport and Communications in an arbitration against the former concessionaire for the rehabilitation, operation and management of a railway system concerning alleged wrongful contract termination. The ten-strong firm also includes associate Natércia Sitoe; former senior associate Josina Correia left in July 2017 to found JCA Advogados.

JLA Advogados counts numerous local banks such as Moza Banco, Millennium BIM and Banco Único among its clients. It advised Actis Capital on obtaining a $100m financing for the construction of a large shopping centre, and assisted Turkish Airlines’ Mozambican subsidiary with employment, immigration and corporate matters. Zara Jamal heads the firm, which partners up with Portugal-based Abreu Advogados.

Maputo-based HPF Advogados - AVM Legal Network Member provides an ‘outstanding quality of work’, with ‘answers to queries detailed and on point’. The firm leverages some lines of work through its cooperation with Portuguese firm AVM.

Hélder Paulo Frechaut is ‘composed and collected’, and knows ‘how to smartly balance legal requirements with business constraints’. He advised JCDecaux on structuring its business in Mozambique. Other clients include Barloworld Equipamentos, Nokia and Ocean Traders International.

Henriques, Rocha & Associados covers the full range of corporate advice and goes ‘above and beyond for its clients’. ‘Solution-oriented and client-drivenPaula Duarte Rocha led advice to a syndicate of banks concerning the financing of the Area 4 Coral South Floating LNG project. Managing partner Fabrícia de Almeida Henriques is also recommended. The cooperation with Portuguese firm Morais Leitão, Galvão Teles, Soares da Silva & Associados delivers a steady flow of cross-border mandates.
