At Eversheds LLP, Nottingham PFI experts Adrian Turner and Scott Wagland advised the winning consortium, comprising Morgan Sindall, Robertson and Sewell, on Hull’s BSF project in 2010; while renewables specialist Stephen Hill advised HomeSun in one of the first large-scale residential solar developments to be third-party-funded in the UK.
Browne Jacobson LLP has ‘the skills and balance’ to provide procurement, property and funding advice to public and health authorities, and its strength in PFI waste projects was boosted by the arrival of Craig Elder. In 2010 he advised Sterecycle on its bid for North Lincolnshire’s waste management scheme.
The ‘client-focused’ team at Freeth Cartwright LLP includes Stephen Pearson, who has over 10 years’ experience in PFI and outsourcing projects and is noted for his ‘excellent client service, knowledge and ability’; and Chris Holwell, who advised Mansell on a PFI project for the construction of 16 fire and rescue stations across the North West with a capital value in excess of £50m.
Geldards LLP’s energy practice advised in relation to a hydroelectric power project in Wales and a German biogas installation in Oxfordshire. It also advised on energy trading documentation, and acted for an electricity distribution network on compliance matters.

Surrey County Council conducted a review of its Library Service. This culminated in a Report to the Council’s Cabinet. The Recommendations in the Report included that there should be consultation about a community-partnership approach at selected Libraries.- 11KBW -
Judicial Review
The Judgment of Lindblom J in The Manydown Co Ltd v Basingstoke and Deane BC [2012] EWHC 977 (Admin) repays attention. The Claimant sought to challenge by judicial review 2 decisions of the Council: (1) the Council’s refusal to reconsider its position on the development of a site that it owns (and is the subject matter of a Joint Development Partnership Agreement with the Claimant); and (2) a decision of the Council’s Cabinet approving a selection of sites for development which did not include this site.- 11KBW -
The Health and Social Care Act 2012: impact on adult social services
After its torrid passage through Parliament, the Health and Social Care Bill received Royal Assent on 27 March 2012. The Act deals principally with healthcare reform, but it also contains some amendments to the legislative framework for social care.
