The team at JunHe LLP has experience with a variety of project structures and provides 'service of the highest level in the domestic market' across significant power and energy, transportation, water, and chemical projects. Moreover, the team 'fully understands the business and commercial practices of domestic and international organisations' and 'is able to effectively bridge the language and cultural barrier'. In the transportation space, Fang Yi is advising two development companies on two separate PPP projects. Additional highlights include Elvis Zhou (who recently joined the team from DeHeng Law Offices) acting for two domestic contractors in relation to the review and further negotiation of a contract concerning a petrochemical plant in Kazakhstan. Other key contacts include Yu Qin, Deting Li, George Zhu, and department head Jianan Yuan, who is instructed by a prominent state owned enterprise (SOE).

With strengths in mining, infrastructure, and oil and gas projects at every stage, King & Wood Mallesons is regularly instructed by domestic SOEs and private companies, and major international energy groups. Jointly led by Wenjing Tian and Handel Lee, the team has been involved in a number of One Belt One Road initiatives in recent years, which have included several significant rail projects. Tian and Zhizhi Liu are advising China Railway International on the development of a 414 km rail link between Boten (a norther Lao city adjacent to China's Yunnan Province) and Vientiane. Similarly, the team acted for China Civil Engineering Construction Corporation in relation to the construction of an electrified rail project between Ethiopia and Djibouti, and is advising the client on the possibility of a subsequent equity investment and O&M contract; this project is the first project of its kind in Africa. Additional highlights have seen the team acting for China Electric Power Equipment and Technology in relation to the EPC and O&M contracts for a 900 km high-voltage direct current transmission line in Pakistan.

Zhong Lun Law Firm is instructed by social investors and SOE project sponsors in contentious and non-contentious matters involving power generation, transportation, mining, and natural gas projects. Headed by Jihong Wang, who has deep experience in PPP projects, the department has been among the most active firms in China's major urbanisation projects. In one example, Lanping Zhou and Yueping Zhou are advising the Suxi government on all aspects of the Suxi Town Urbanisation PPP Project in Yiwu, which is among the first projects of its kind in China and carries a total investment of RMB18bn. Wayne Wang is acting for a subsidiary of a major SOE in relation to the proposed high-value purchase of natural gas, and Jun Cheng is assisting a Chinese corporate with its multibillion-dollar investment in a multi-phase mining and infrastructure project in Africa. Yacheng Zhou is representing Xinjiang Longmei Energy in a significant appeal concerning mining rights, and Li Hao is advising a power and engineering group on a host of legal issues following the collapse of a construction platform at Fengcheng Power Plant.

The projects team at Broad & Bright was significantly strengthened by the arrivals of Linming Jin and Jing Chen from JunZeJun Law Offices. Jin has particular experience in PPP structures, and now heads the specialist PPP practice group. The team acts primarily on the government side of PPP projects, and has recently been involved in the development of a litany of transport infrastructure projects, including one particularly innovative rail project. Jin and Chen also assisted a government body with a comparative study of its PPP investment portfolio. Also notable is Libin Zhang, who specialises in the energy sector and has advised Chinese companies and international financial institutions on energy project investments and corporate transactions.

Global Law Office has particular focus on large domestic transport infrastructure projects, but also acts for investors in relation to renewable energy and power generation projects. The department is led by Kevin Wang, and is involved in a number of projects relating to the development of Beijing's new Daxing International Airport. Indeed, Wang has assisted Beijing New Airport Construction Headquarters with the full scope of legal services relating to the construction of the new airport, while Miller Wang acted for Beijing Jingcheng Subway in relation to the operation agreements for the Beijing Airport Express Subway, and is also advising Beijing Investment and Transportation Development on the planning, design, and construction of the Beijing New Airport Highway project. The team has also advised Huaxia Financial Leasing on financial leasing agreements with various project companies for the operation of wind and photovoltaic power generation sites.

Guantao Law Firm advises its clients on the full range of corporate, finance, property, and construction aspects in relation to infrastructure and real estate development projects. The team is often involved in transport, environmental and significant commercial property projects in Shanghai. Indeed, Hongli Zou is acting for an investment and construction company in relation to the development of a key transport project in Shanghai. In the Beijing office, Wei Jiang, who heads the projects department, has experience with domestic and cross-border solar, hydroelectric and wind projects. Sunshine Law Firm is a well-known specialist firm in the power and energy space, where it is instructed by domestic and international clients in the oil and gas, renewables, and coal industries. The team's work is often cross-border in nature, and has recently included power projects in Montenegro, Brazil, Malta, and Mexico, among other diverse jurisdictions. Key figures in the department include Jane Chen, Lizhong Lu, Song Shen, Hongwen Zhu , and Xinhe Xu. The team has undergone some significant personnel changes, marked by a series of recent hires, a few departures, and five new partner promotions, including those of Xinsong Chen and Zhijian Ge.

Tian Yuan Law Firm has an established reputation for handling cross-border infrastructure mandates and PPP projects. In one particularly stand-out matter, Jie Chai advised China Three Gorges Corporation on its involvement in the Pakistan Karot Hydropower Plant; this was among the first One Belt One Road projects and was the very first project initiated after the founding of the Silk Road Fund, which provided limited recourse financing for the project. A team including Ying Liu, Zaizai Huang, Peng Xie, and Zaizai Huang acts for China State Construction Engineering Corporation in relation to its financing and investment activity in PPP and other infrastructure projects. The department was recently strengthened by the arrival of Guiying Guo from King & Wood Mallesons.

Somewhat unique among Chinese energy practices, the team at DaHui Lawyers focuses on the renewable energy sector, where it advises major domestic energy companies on a range of corporate, compliance and investment matters. Jointly headed by Owen Yang and Jida Zhang, the team also provides comprehensive legal services to SOEs and multinational companies including GE Oil and Gas. The practice co-heads acted as lead counsel to CECEP Solar Energy Technology in connection with its majority stake acquisitions in three project companies operating solar stations throughout China. The team acted for Beijing Sojo Electric on its investments in renewable projects in China and overseas. Additional clients include Daqo New Energy, Three Gorges Group International Investment, and China Energy Conservation and Environmental Protection Group.

The team at Dentons China is adept at advising domestic clients on cross-border equity transactions in the mining and renewables space. In the mining sector, Burt Li has advised Zhejiang Huayou Cobalt on several matters including the acquisition by a subsidiary of a majority stake in Lucky Resources Holding Company, and a separate equity investment in AVZ Minerals, which holds exploration licenses in DR Congo. Working in conjunction with the firm's Canadian offices, Li also acted for China Three Gorges (Europe) in relation to its acquisition of the Canada Northland Power project. Nancy Sun, who is based in the Shanghai office, assisted Suzhou Thvow Technology with its high-value investment in the construction of a photovoltaic power project, which included advice on the projects equity structure and EPC arrangements. Vincent Qian is another key figure in the team.

Grandall Law Firm's projects and energy department has experience with water, transportation, and power projects employing various project structures including BOT and PPP. In what is perhaps the team's flagship project, Bo Shi is advising Chengdu Rail Transit Group on all aspects of the first phase of the development of a new metro line in Chengdu. The team, which includes Weidong Wang, has also been involved in a significant international energy tech sharing project.

Providing a distinctly multidisciplinary approach, Jincheng Tongda & Neal handles the full range of corporate, securities and M&A issues for clients in the mining and mineral, chemicals and engineering sectors. Key contacts include Xiaodong Zheng, who advised a domestic mining company on the acquisition of a large mining project in the Balkans, and Yue Dai, who is assisting a state-owned energy and engineering group with investment and EPC issues arising from its subscription to a domestic energy company and related energy project. Annie Wu heads the team and specialises in foreign direct investment transactions.
