For some clients, Maples and Calder is 'without question the best law firm in the Cayman Islands', with international offshore practices Appleby, Conyers Dill & Pearman, Ogier Mourant Ozannes and Walkers all aggressively chasing. Campbells is, overall, the strongest of the local firms, with Solomon Harris also a serious contender.
The most recent and significant law office opening occurred when BVI firm Forbes Hare arrived in the Cayman Islands in mid-2010 with a corporate and finance practice, teaming up with former sole practitioner Barry Smith. A dispute resolution and insolvency capability was added in the last quarter of 2010 when Christopher Young and Jennifer Deacon joined from Harney Westwood & Riegels.

Public-Private Partnerships in Russia: A Time to Change
There was a milestone event in Saint-Petersburg in the beginning of 2012. A school offering general education for 285 students was opened in the city on the river Neva. It is the first public facility to be constructed by investors under a public-private partnership (PPP). The key feature of using a PPP to build social infrastructure is that the investor is responsible for construction and the subsequent operation of the facility for the period laid down in the agreement. However, this type of cooperation in Russia is still quite rare. -
