A stand-out specialist in public lawCassagne Abogados is widely revered for its ‘deep knowledge in the area’ and ‘broad regulated-industries expertise’. The boutique, which is comprised of ‘high-calibre experts’, focuses exclusively on administrative law, economic regulation, constitutional law and environmental matters and is highly sought after for its academic prowess. Among the names to note, founding partner Juan Carlos Cassagne is a ‘dean of the public law bar’, while Máximo Fonrouge and Pablo Perrino are also both highlighted as ‘leading lights’. The new PPP framework has been a strong source of instructions over the past year and the practice also packs a punch in public law-related disputes.

M & M Bomchil’s widely admired economic regulation and administrative law practice is a key pillar of the firm. Led by pre-eminent ‘public law guruGuido Tawil (‘the safest pair of hands in Argentina for complex disputes’), the team also benefits from the capable support of telecoms and media expert Francisco Gutiérrez and ‘effective administrative law specialist’ María Ines Corrá. Among its recent high-profile cases, the practice group represented several wheat mills in claims against the government stemming from the lack of compensation payments for commercialising flour in the domestic market at subsidised prices. It also advised DirecTV on issues relating to the implementation of a convergent regulatory framework for telecoms and media.

The ‘effective and efficient group’ at Marval, O'Farrell & Mairal impresses with its ‘excellent legal knowledge and soft negotiation skills, which combine with a practical approach’. In particular, María Lorena Schiariti secures strong praise for her ‘invaluable technical strength and public law knowledge’ – she co-leads the department together with Enrique Veramendi (‘strong ability to provide innovative solutions’), and senior administrative law expert Héctor Mairal. On the transactional front, the firm advised toll road concessionaire Autopistas del Sol on the renegotiation of its contract with the federal government. Key contentious cases saw the group represent Compañía Mega (a three-way joint venture between YPF, Petrobrás and Dow) in challenging a rate surcharge created to fund natural gas imports.

Public law stalwart Bianchi, Galarce & Castro Videla specialises in advising regulated industries clients, particularly those from the transport, telecoms and energy and natural resources sectors, on constitutional, administrative and regulatory matters – it also routinely acts for public bodies. Sector specialist Alberto Bianchi is a noted academic and is highly sought after for his experience in complex public law-related disputes. Lino Galarce is also very well regarded.

Bruchou, Fernández Madero & Lombardi finds favour for its ability to ‘analyse issues quickly with great depth and care’, and for its ‘strong experience across a broad range of subjects’. Ignacio Sanz leads the department and recently teamed up with the oil and gas practice to represent América Latina Logística in administrative proceedings brought against the former concessionaires by Comisión Nacional de Regulación del Transporte (CNRT). On the transactional side, the team was retained by the Helport consortium to advise on the design and construction of the Chihuido I dam project. Ignacio Minorini and senior counsel Carlos de Kemmeter are also key contacts.

The public law practice at Beccar Varela handles a broad mix of public procurement, public finance and administrative and judicial review proceedings. Group head Oscar Aguilar Valdez is a prominent name and recently advised the board of Aerolíneas Argentinas on issues concerning new competing carriers in the local market. Agua y Saneamientos Argentinos also turned to the firm for assistance with two international public tenders for the execution of works related to the provision of potable water services. Juan Antonio Stupenengo is also recommended.

Estudio O'Farrell’s public law and economic regulation department continues to increase its market share of complex litigation; the group also advises on public procurement, PPP arrangements and regulatory issues. Highlights included group head Jorge Muratorio advising Grupo Concesionario del Oeste and Autopistas del Sol in the renegotiation of concession contracts. Fernando García Pullés is also recommended and advised Casino Buenos Aires in a claim aiming to prevent clauses of the concession contract of the Casinos of Ciudad de Buenos Aires from being arbitrarily and unilaterally modified by the state.

María Morena del Río’s group at Allende & Brea packs a punch in public infrastructure-related matters. Highlights included advising state-owned Nucleoeléctrica Argentina on drafting EPC agreements to be entered into with China National Nuclear Corporation. The team is also acting hand-in-hand with the mining department to advise Minera del Altiplano on administrative and regulatory matters connected to its mining concession agreement with the province of Catamarca. Senior associate Anabela Mengoni is also recommended.

Baker McKenzie’s ‘responsive and professional’ public law practice has a strong record in contentious matters under the leadership of ‘proactive’ litigation specialist Luis Dates. In a key case, the firm is defending Unisys in a $6.7m lawsuit filed by the Argentine Government alleging the defective fulfilment of contractual obligations. Other representative clients include Biogen (Argentina), Krauss-Maffei Wegmann and Novo Nordisk.

Brons & Salas’ ‘exemplary service’ and ‘hands-on and practical mindset’ finds favour with its ‘extremely satisfied’ clients. Sebastián Alvarez is noted for his ‘steady, logical and consistent approach’ and heads a department with experience in government procurement, public utilities, expropriation issues and administrative litigation. The team advised CAMMESA on several recent matters, including mediation proceedings against the province of Catamarca relating to payments owed for electricity.

Hope, Duggan & Silva impresses with its ‘excellent value for money’ and ‘strong knowledge of the market’. Over the past year, the department handled a steady stream of work related to the PPP roads programme. It has also recently undertaken work for Alliance One International, International Container Terminal Services and Xylem Water Solutions. Hugo Vivot heads the group.

Mitrani Caballero & Ruiz Moreno Abogados’ group, which is led by the ‘pragmatic and experiencedHoracio Ruiz Moreno, is commended for its ‘great business mindset’ and ‘timely responses’. The team garners a significant volume of energy and natural resources-related work and is highlighted for its ‘strong knowledge of Argentine renewable energy regulations’; it is also well versed in infrastructure and life sciences matters. Highlights included advising Isla Power on its participation in the RenovAr 2 bidding round.

The ‘dynamic and proactive’ group at Estudio Ymaz Abogados is roundly praised for its ‘ability to reach quick and multifaceted solutions’. The team, which specialises in public infrastructure-related matters, is particularly noted for its ‘strong expertise in highway concessions’ but also advises on water and sanitation matters, oil and gas pipelines and hydroelectric projects. Esteban Ymaz Cossio (‘very experienced and practical’) and Esteban Ymaz Videla (‘efficient and solution-oriented’) are the names to note.
